Trying to understand how Prop 13 reform proposal from @evolve_ca categorizes property. Does it depend on zoning? use? legal status of owner?

Would the proposal have the side-effect of pushing properties zoned for mixed use towards all-residential? (I want more mixed use.)

That still doesn't say how they make the distinction, or what happens when use, zoning, or ownership (corporate vs. individual) changes.
