The function wouldn't include time, it would be based on the number of units, but I'd want a maximum fine of around $2M

So $100,000 fine for 1 unit, ramping up near $100k/unit then tapering off, asymptotically approaching $2M.

I think tanh increases too quickly. The fee becomes ~ $1.9M at 33 units, and remains there for larger projects
