Nerds: anyone want to help me craft a continuous penalty function for non-compliance w/ the Housing Accountability Act?

The function wouldn't include time, it would be based on the number of units, but I'd want a maximum fine of around $2M

So $100,000 fine for 1 unit, ramping up near $100k/unit then tapering off, asymptotically approaching $2M.

Something like $2M * tanh(units / 20)?

I think tanh increases too quickly. The fee becomes ~ $1.9M at 33 units, and remains there for larger projects

consider is the sigmoid function which is the poster-child for this kind of thing: en.wikipedia.org/wiki/Sigmoi…

e.g., $2M * units / (19 + units) produces: 1 unit -> $100K 40 units -> $1.36M
