What's unclear about current spec? Variables are token substitution, so relative to use.

fwiw, the Chrome team consensus seems to agree with me this should be changed in the spec

FWIW, that implies we shouldn't introduce mechanisms for URL reference other than url().

We've talked about other ways (new functions) for URLs in CSS, but they wouldn't be tokens
