@kimmaicutler split-roll seems very risky to me ... making commercial zoning more lucrative to local government will not help the bay area.

@khuey_ @kimmaicutler Presumably a judge wouldn't allow the literal interpretation of the "or" in 2.5 (d)(1) that should be an "and".
