The Web community needs to do something about Web pages that do lots of work in background tabs when users expect them to do nothing.

@davidbaron @fitzgen I think most browsers slow the setTimeout callback rate for background tabs.

@McMillanSean That fixes problem of 1 page acting every 10ms by slowing it to 1s, but doesn't fix 10-100 pages acting every 1s.

@davidbaron We could make tab width proportional to CPU usage, height to memory. ;)

@davidbaron @ColinCurtisKS +1 I've noticed lots of reloading in other tabs after the site has loaded. My laptop overheats enough as it is.
