Implementation question: Can/do browsers make use of bloom filters in QSA?

@wanderview @briankardell Looks like we don't use bloom filter for QSA, though I'm not sure. @bz_moz would know. Seems fixable.

@davidbaron @wanderview @briankardell We don't. I tried it once and didn't get a noticeable win, iirc, but we should try measuring again.
