i think you gotta give residents root access, and potentially put something in place that mitigates (but does not prevent) changes that turn the space into something less preferred

(e.g. someone knocking out all the walls in a code compliant way. probably great, also reduces the value of that housing to others in the future)

i suspect the way to do it would be some kind of nega-VAT, where you may need to pay up for loss of assessed value *of the built up apartment* (i.e. normalizing out location/building type value, also normalized for wear and tear). extremely regulated

tbh this might only work well in a regulated social housing environment, otherwise it's just landlords messing with deposits-but-worse

As someone who's done a lot of looking at houses (for sale) recently, I firmly believe that most (60%?) owner-done renovations have poor applicability to most potential buyers. Renovations make houses weird. I suppose this fragments the housing market.
