Do you have a way to file CPU bugs with someone who could fix them?

Unfortunately not, I never found a way to send this information to Intel or AMD. The best I could do was inform Microsoft when I stumbled on something similar affecting Core 2 CPUs running 32-bit code. In that case it only seemed to happen when interacting with their kernel
