Here's the thing: a converted parking space on a road that's still a traffic sewer is a terrible place to dine. Streets are going to need traffic calming (a la Castro Street in Mountain View) or pedestrianization for this to be a good experience.

Even Castro Street in Mountain View is borderline unpleasant. And that's with traffic calming *and* a lot of plants. I'd say European cities are better models...
