The new Apple/Google API sounds good but how will Google's API update be distributed? Can they do it through Google Play or will we be waiting for months while Android vendors do their thing?

NZ is hoping to downgrade our lockdown around April 22. Mid-May before the OS update is publicly available, never mind extra Android vendor delay, not to mention phones that don't get updates anymore, is sad.

What happens if the government requires the cell carriers to ship the update for all phones they've sold within the last N years?

I'm not sure our cell carriers could do that even if they were required to.

They absolutely can't do that quickly. That would take months for recent devices, and never for most Androids older than 2 years.

How about "require" in the sense of requiring it, but with a somewhat moderate fine to push the ecosystem in the right direction? (Maybe NZ$5 or 10 per un-updated user per month?)
