Windows 3.1 ran on top of MS-DOS, and at the time it was released, the current version of MS-DOS was 5.0.

Pretty sure at one point on my first PC (which ran MS-DOS 3.3) I got the "Your PC is now stoned" virus. en.wikipedia.org/wiki/Stoned…

I think the other aspect that makes "since Windows 95" work well is the "since ... <year>" pattern (i.e. "since ... 95" makes the joke funnier to me than "since ... 3.3")
