I really appreciate the work of @PhilTing @AsmRichardBloom and @BobWieckowskiCA on #ADUs; tomorrow night @cityofpaloalto considers a #housing ordinance to comply with new state laws. Every starred item in this photo is something our council fought over and kept restrictive.

Kniss asking for data on ADU's actually built in Palo Alto, noting that sometimes people obtain permits, but are then discouraged from building due to high costs. Presumably, state law changes to limit impact fees will result in more actually constructed units.

Dubois concerned that ADUs will be visible from open space trails. Also concerned about owner-occupancy. State requires moratorium on owner-occupancy requirement only until 2025, but staff removed entirely. Staff will return to this issue later this year.

Lots of questions from Kou who wants to know where Palo Alto exceeds state requirements. Not a lot... Concerned about parking requirements and outreach to HOA's that can no longer ban ADUs. Maximum house sizes, corner lots, fence heights! Oh my!😩

Fine underscores comments from public urging Palo Alto to simplify our code for ADUs. I missed something related to separating this item into 2 motions to have a catch-all to allow fixes to the ordinance where it's inconsistent with state law.

@adrianfine was encouraging "whoever might make the motion" to add wording that Molly Stump (city attorney) suggested, which would say that if there are conflicts with state law, then individual provisions of state law would override, rather than invalidating the whole ordinance.
