“The CPUC has a longstanding policy that if a neighborhood wants underground power lines, it can have it done if residents pay for it themselves, with some required contributions from utilities.” So, neighborhoods - what’s our excuse? Why haven’t we paid for it ourselves?

And then once you're a neighborhood with underground lines, you no longer get any fancy new things that require running new lines (like, say, Sonic fiber internet service).

Really? Where I live we were told we weren't getting fiber anytime soon because they would have to trench and it'd cost $$$$

I could imagine having both if, say, the next block has above ground lines and they can run the cable from there.
