So, neighborhoods - what’s our excuse? Why haven’t we paid for it ourselves?

And then once you're a neighborhood with underground lines, you no longer get any fancy new things that require running new lines (like, say, Sonic fiber internet service).

I could imagine having both if, say, the next block has above ground lines and they can run the cable from there.
