Yup. Housing Elements are flawed....starting with a Regional Housing Needs Allocation process where wealthy cities lobby to keep their housing needs artificially low.

There were a bunch of bills passed last year that made what I've heard described as major changes to the RHNA process. But I don't know what they add up to.
