After looking at this & reading the amendments, I'm thinking that the "Everywhere else" on "duplexes, triplexes, and fourplexes" is misleading, since that section of the law also has ministerial approval, and may thus be used even where other parts could be.

In particular, I'd expect a bunch of cases using that part of the law may be more valuable than using the jobs-rich/bus rules. Also, the neighboorhood multifamily project rules ("duplexes, triplexes, and fourplexes") also limit parking minimums to 0.5 parking spaces per unit.
