"Restrooms are for customers only" is anti-poor, yes. But I think the real question is why the concept of public bathrooms in the United States is so foreign. Outside of tourist or parks, not everyone has the right to relieve themselves and most U.S. are devoid of them.

Definitely "buy an espresso to use a bathroom" is the protocol in italy. "Pay a Euro to use the bathroom" common all over. So dunno if this is a US exception, more like just something we could be better at

There are laws in many parts of the US forbidding charging for public bathrooms -- which in turn reduces the number that are provided since it's harder to justify maintaining them (or maintaining them well).
