I'm a huge fan of Taipei; never been to Singapore. Taipei land use is great (similar to Paris IMO, but very different looking). Great hiking around the edges of the city, and further away, accessible by public transit. I've been to one vegetarian restaurant that's likely OK...

Worth noting also that subway, major tourist sites, etc. have English, but hiking and most restaurants are going to be Chinese-only. Google Translate can be helpful, but only goes so far.
