vote was 4:3, with some council members including Mayor Siegel and Rosenberg, who hadn't supported SB827, saying they thought a ballot measure to mandate local control would go to far. ((consent calendar is a list of items for council to approve all together without discussion))

Was the 4-3 vote in Mountain View a vote to oppose the measure, or just a vote not to support it?
