As in, “If we have an empty, zero-height block, and it occurs exactly at a fragmentainer boundary, where should it end up? In the former fragmentainer, or in the latter?”

You should design the diacritic system like Hangul, though, where the shape of the diacritic gives you an indication of what sort of box you're talking about.
Böx would be about fragmentation.
