Though the article's claim that the "entire neighborhood" is zoned for single-family homes is not quite right -- there's a substantial area of RMD just to the east.
(RMD and R-2 are almost the same -- duplex zoning -- except for different (MF/SF) comp plan designations.)
At least that's illegal in RM-20/RM-30/RM-40 if it violates the minimum unit density (see codelibrary.amlegal.com/code… Table 2, including footnote 8). (This was from the 2018 Housing Work Plan ordinance, passed by council on 2019-04-01.)
