Not without a transition every day. But really it should have a different notation too, e.g. 0s00 for sunrise.
Do I get to run a contrary argument saying that we should measure times from sunrise instead of measuring from noon?

Maybe better to target one person (but not the same one each time) than to have diffuse responsibility?
