Well, the Nexus 5X got them in an update to the Clock app that rolled out today. At least for me. Could be A/B tests.
The Android Clock app finally labeled the buttons at the top! I won't have to randomly press all of them until I get the right panel!

In this case, I don't see the problem you describe. Why do you see it and I don't? Is it Mac-only?

Well, I did have to switch it to the foreground to profile it. But the initial screenshot was when in the background.
Though I managed to crash my entire system with out of memory before I figured out how big document.cookie was...
In this case, spending most time in a setInterval that's just reading document.cookie, described in logging as "IDP Session Cookie monitor"

Two cases there: computed value stays the same (transition impossible) versus new c.v. that's visually the same (open ques.).
