Web browsers run code from others (but also vary a bit in memory use). In Firefox, look in about:memory to see use.
It was a compromise to solve a political problem that existed 229 years ago, and is totally irrelevant today.

The Electoral College is a broken system, and effectively disenfranchises most Americans from the choice of President.
Pick one of these states, take *every* vote for president cast in that state and make it a Republican vote in Calif., it wouldn't swing CA.
