If they did it symmetrically, I'd hope the US-based engineers would be more inclined to make remembering the user's choice work better.

I think Google also does it asymmetrically, redirecting away from google .com outside the US, but not to it in the US.

If the goal is replacing characters without doing layout, I'd think he'd want wide emoji to just overflow their grid cell, no?
