That has to be frustrating. I wonder if networking and/or mentoring would help? Or maybe it’s a numbers game and just requires applying to dozens of roles? I do get it’s odd hearing there’s demand for privacy pros, and then having trouble landing one...
There are privacy roles where you have to be an attorney and roles where you don’t. I was speaking to the latter, as I’ve been turned down in the past for not enough direct experience. For attorneys, I don’t know what criteria is used, sounds like more than just experience?

Likely the same disconnect in infosec: wanting to hire someone with years of experience in a particular domain. Rules out people with related experience and rules out people just starting. Solution is to hire and train people, that’s how we filled last 2 infosec roles.

I see it in the broader category of Safety by Design (SbD), as meant by the Australian initiative to create more fair, ethical, transparent, and inclusive technology. It’s no longer enough to create products that are secure and protect privacy. esafety.gov.au/about-us/safe…
And I’m reminded of the study that found play-based preschools turned out kids with better social skills than academic preschools. That difference never narrowed, but the play-based kids caught up academically.
