I see Windows 10 has retained the awesome UX for opening apps where it makes no visible acknowledgement, then tries to open five copies.

It really takes institutional dedication to retain a feature like that for over twenty years.

Let's break this down into its two UX sub-failures. SF #1: WTF is more important than devoting CPU to visually acknowledging my click.

SF #2: Has any user, in the history of desktop computing, ever intended five consecutive clicks to open five instances of an app? No? Never?

My suspicion is that nobody at Microsoft ever uses Windows on anything less than a top-tier desktop or laptop, so they don't see the suck.

The sad thing is that this kind of slow-computer UX suckage is how the majority of young customer form their opinion of Microsoft.
