New cookie policy is only enforced for domains classified as "tracking"? And how do sub-domains get treated?

They’re classified as having the ability to track. 1st or 3rd party doesn’t matter, only whether the user interacts with the domain or not.

and if not classified as tracking, then cookies live longer than 30 days?
