I’m generally not in favor of lawmakers dictating technical solutions. What if another state outlaws browsers from including such a feature? Will each state have its own browser? Will websites have to understand 50+ different signals?

Also true. We were about to have a situation similar to what you describe with E2E encryption in Europe , luckily only UK was silly enough to try to break it with law and EU backed off wisely.
