This in fact has been the practice in New Zealand, where permanent residents living there are allowed to vote whereas citizens who have expatriated for more than three years aren't.
No. Putting aside the "meaning" of citizenship (reciprocal rights and duties), even on a purely practical level, this is so unworkable it's ridiculous. It would simply invite foreign influence over our polity. nytimes.com/2021/07/28/opini…

I’m partial to taxation with representation. If you’re taxing me, I should be able to vote. So, people who live in NJ but work in NY should be able to vote in NY. US citizens living abroad should have reps in Congress. With exceptions such as import duties on foreign entities etc
