Who has good data on USPS delivery times by zip code? Who sends enough regular mail with some way to track receipt in a reasonable way? Credit card companies and card activation? Someone else?

Talk to @dvdnetflix - they mail thousands of DVDs to people all over the US each week.

They ask the customer. Or at least they used to. Plus they get customers who report missing DVDs.
