I think this usually happens when there's a correction, and the total number of cases fell - like a few people who were thought to have died of Covid turned out to have died from a car accident.
Or zombies. Probably zombies. :)

The numbers for my state never add up. I asked them about it, was told that some numbers are prelim then finalize, but they never go back to fix the old numbers.
