Sadly, I'd say it's horribly believable, and the disaster is happening, in that it's actually being moved forward, regardless of whether it clears the final hurdle or not. It shows a great deal about how (some) governments are thinking about these issues...

Apparently lawmakers forget that the ones most exploited by backdoors are they themselves by foreign adversaries. I wouldn’t be surprised if foreign money was finding its way to push this forward. History lesson: theregister.co.uk/2007/07/11…
