In the UK, MPs regularly hold public discussions called Surgeries that allow their constituents a chance to vent. This started so people could yell at someone instead of beheading the King. X serves the same purpose. It lets you yell at celebrities instead of beheading them.

That's the purpose of "ARE DEMOCRACIES." It's totally fake and public opinion basically matters not at all. X, existing in that framework, is a sort of flying buttress to the overall architecture of the system.
