I believe the 201X is when Chara fell though. So Chara may have already gone down and it may be a long time before Frisk eventually shows up.

Theorically, the trailer shows when Chara falls in the Underground. Undertale happens any time AFTER. So 2019 is the last year Chara can fall in the UG, and 2020 will be the First year when Undertale could happen

Although the opening of Undertale seems to state that the game takes place at the year 201X, it is actually a misdirection. As revealed later in the game, this opening doesn't depict the player character falling into the Underground, but the Original Fallen Human, Chara.
