You have to ask yourself the question, "If California Gun Laws worked, why isn't Gun crime in California almost non-existant?" No amount of Anti-Gun legislation has worked as promised, yet you would champion the 28th Amendment as though it would do what no other law has done. All you would do is cause Law Abiding Gun Onwers to purchase their guns from the same place that your Criminals do, which is the Black Market. It's open 24 hours a day, 365 days a year, has no background checks, takes cash or trade, doesn't have an age restriction and doesn't regulate the type of Arms that one can purchase. Coupled with California being a "Sanctuary State" for Migrants that illegally enter the country, you create a gaping hole that illegal arms are trafficked through. I encourage you to repeal the 2nd Amendment first and foremost before a 28th Amd. is even drafted. This will send a clearer message to everyone that only Law Enforcement, Military and the Wealthy Elites will be allowed to own, possess and use Guns. Your Gov't can suspend the rest of the Constitution and go door to door, confiscating any firearms they choose. I can assure you that places like Southern Cali, NYC and Chicago won't experience any decline in Gun Violence, you'll just insure that Criminals are met with Absolutely No Resistance.

Perhaps, Kevin, you would like to explain the “well, regulated militia“ part of the second amendment. The amendment was written before we had a National Guard or police.
