What are the tactics here? By limiting debt availability the House of Congress could have reduced the options of the White House responsible for US foreign policies - and the risk of war. It is important to get to decide again for the debt following the presidential elections. Perhaps drafting a disciplined budget to defund some politicized agencies is an option to pave for the future? Any ideas?
