It never should be a negotiation, and in fact, this process should be eliminated. When you have spent money, you have already run up the debt. The time to negotiate is when you are creating a bill. You are all just playing games. You need to collect taxes from rich & corp.

There should be NO debt ceiling negotiations. Negotiations for spending should only be done during budget talks. The debt ceiling is paying our bills on money already spent. You didn't care when trump raised the debt by 25% so your fake outrage is noted.
