Yes parents matter, so do school board members who prioritize education and student well being and safety while entrusted to that District. Perhaps student safety should be the first priority given gun violence is now the #1 cause of childhood death.

This is GQP code 4, we're going to try to end the Dept of Ed and privatize schools or fund 'Christian' schools. Unfortunately, we won't be able to desegregate schools any longer and the private/charter schools in poor areas will suck.

Yeah, there should be local boards that oversee all aspects of education in their communities. Just spit balling here, but maybe the members of these boards could be selected by the people who live in those towns, kind of like elections?
