South Carolinian witness Roy Wright said it right at today's Senate Banking Hearing on flood insurance. We don’t need more government spending to address flood mitigation. We need to do a better job targeting current funding to reduce risk and bring down costs.

It's pretty simple: people want a beachfront home on a barrier island or a home in a flood plain? Have them pay the insurance rates commensurate with the projected losses.

How about spending some of that infrastructure money? Build a canal system east-west. Move flood waters to areas that are experiencing drought conditions and fill up reservoirs across the US. Its not oil or gas its simply water.
