Keystone XL was for Tar Sands from Canada. It was to be refined into Gasoline and Diesel. It wasn't going to be open until 2030. The net effect on heating prices this year is zero. How do you not know this? Congrats on being the most embarrassing Senator from SC. Not easy to do.
