Is there an incentive for the business to train the locals so that they can get hired and end the cycle of poverty? Or is it to just attract the businesses and it ends there? Thanks for any insight on this!

Is it possible to attract contractors willing to train those who are willing to learn? On the job training to learn carpentry, plumbing, concrete, welding, how to build, install, etc.
