Nonsense. There is practically nowhere left on Earth where it’s impossible to access the Internet. To truly avoid the internet you have to make a great deal of effort or be very poor. You are talking about data rate. That’s not the Government’s job.

Senator Maine is more rural and it only works if you have computers and visual access phones calls don’t work. Half of Maine can’t get Zoom anything. Our elderly population don’t even have phones at this point and need in home care. This is NOT a one size fits all. My son in W/C
