Rec Room is currently only available to players who have a VR headset and we will start letting in players off of the screens only beta sign up list soon. Even without a HMD plugged in you should be able to navigate to the account selection screen which takes you to sign up.
We just tried this on one of the PS4s at the office and it launched into screens mode automatically when the headset was unplugged. If you're seeing different behavior plz send a video to support@againstgrav.com so we can help troubleshoot!
