This doesn't appear to be a bug. Those villagers might require beds (and perhaps more space) before they summon an iron golem. If you're still having trouble getting it to spawn, we recommend asking other community members for help setting up your farm. -AG

Hey there! We first recommend completely closing the game. Next, reopen it and log out of your Microsoft account (and log back in). Once you've done that, try uploading your world to the Realm again. -AG

Great question. The Marketplace cache actually varies by device and can't be adjusted. If restarting the game and clearing the cache again does not resolve the issue, please vote for this bug report and add any troubleshooting steps you've tried: msft.it/6010gv36q -AG
