My PS4 gives the error "encountered a problem while downloading or applying resource pack". Is there a fix

Hello there! Would you be so kind as to send us which version of the game you're running? You should see this in the bottom right corner of the main menu or Settings > General and scroll down to the release version text. -AG

Mine does this too. Running v1.21 on PS4
