Microsoft virtual agent tells me to reinstall the Xbox windows app. I tell them it will cause a restart; they disagree. I uninstall and the installer fails. Advice online is to restart computer. Virtual assistant closes. Looks like I'll start that again.

After following pointless reinstalls from the virtual agent, who even suggested resetting the newly-reset laptop, I waited overnight and boom - Minecraft has multiplayer. @MojangSupport either get rid of the lag or get rid of the family permissions.

Thanks Mojang. I did all that but they take more than 2 (and yes: reboot, restart, relog) to take affect, so it looks like they don't work at all. It's 2023, waiting 2 hours for your eventually consistent permission system is a fault; not a feature.

No, it is now working, it took 2 hours. No error message. The Xbox permissions don't update fast enough.
