Is it possible to play mobile and switch on LAN without online subscription?

I've tried getting it to work but we don't show up for each other on LAN, only while online. What could be stopping it from working?

I still don't seem to be able to get it to come up with LAN games. It only finds online games. Definitely on same network (mobile and switch) tried uninstall reinstall, restart interent, moved everything to internal storage.... No idea what next?
