@MojangSupport For the Vanilla cape, when does the rollout end, and are accounts that have changed emails (due to lost access to the prior email and have since moved to a new msa) still elgible for recieving it?

This FAQ will provide all the information you need regarding the Vanilla Cape: help.minecraft.net/hc/en-us/… If you don't have the games on the same account you are not eligible for the cape. ^TK
