@MojangSupport It is to ask about the new vanilla layer because I can have it since I have had my account for almost 8 months, so it is not to bother but there is a possibility of having that layer

You must have had both licenses of Minecraft on the same Microsoft account before June 6, 2022. We can't change the eligibility or grant the cape outside of these parameters. Check out our Vanilla Cape FAQ: bit.ly/3cyNyGL for more info on eligibility. ^FF
